Dr. Hilda Jacob Mwakatumbula is a digital development expert with over a decade of experience in ICT policy, digital transformation, and economic development across Africa. She serves as Digital Transformation Advisor to the East African Community under GIZ and is a member of the Global Technical Working Group on Digital Public Infrastructure with UNDP and the UN Tech Envoy's Office. Hilda is Principal Investigator for Fairwork Tanzania and a researcher at REPOA, Tanzania’s top think tank. She holds a PhD from Waseda University, Japan, specializing in ICT economics, business, and policy. Her research explores digital economy, labor markets, and gender, using empirical and critical theory approaches. She focuses on how digital technologies support SDGs, especially poverty reduction, gender equality, and decent work. Hilda has nearly ten years of research experience and has published multiple reports and articles, including with the ITU.
