Sharing a Milestone with the Fellowship Community

Dear Fellows,
I’m excited to share that my recent peer-reviewed paper has just been published: "Drivers and Barriers in Libya’s E-Government Implementation"
The paper explores how technological, organizational, environmental, and user-acceptance factors shape the progress of e-government initiatives in Libya, drawing from a combination of theoretical models and fieldwork conducted with multi-stakeholders. While focused on Libya, many of the lessons may be relevant to other countries across Africa and beyond as we all navigate digital transformation in different contexts.

But beyond sharing the publication, I wanted to open a small conversation with you all:
- How is e-governance evolving in your respective countries or institutions?
- Have you had experience publishing your own work, whether through conferences, journals, or policy papers? Do share it.
- What challenges or lessons have you encountered in getting your work published and shared?
I believe many of us are dealing with overlapping themes, and it would be great to exchange ideas, experiences, and even explore possible collaborations in the future. Let’s continue to build on the great momentum of the UNECA Fellowship network!

SHWEHDY Amged B, Libya, SRO-NA Hi Amged. Congratulations on publishing a paper on e-government. This is a highly relevant topic, especially for African countries where the implementation of e-government remains limited. Concerning your questions, yes. I have experience in publishing several articles in international journals such as Information Development, Journal of Agriculture and Food Research, International Journal of Agricultural Sustainability, Sage Open, World Development Perspectives, etc. (You can access them through my Google Scholar account: https://scholar.google.com/citations?user=EEaYc08AAAAJ&hl=en&oi=ao). There are a lot of ups and downs in the overall process of writing a manuscript and get published especially if your target is journals with high impact factors. I got a lot of rejections at the beginning, but I had to learn and improve my manuscripts and finally got published.

Congratulations on your publication. This is a timely topic since E-Government can help reduce corruption, improve efficiency in African countries and domestic resource mobilization. Regarding your questions : • How is e-governance evolving in your respective countries or institutions? I think where in my resident country, E-Government is on good track because many services are now digitalized from school fees to official results and many other services. • Have you had experience publishing your own work, whether through conferences, journals, or policy papers? Do share it. Yes I published a couple of papers in peer-reviewed journals • What challenges or lessons have you encountered in getting your work published and shared? The challenges are the high volume of rejection which is sometime discouraging. The lessons is to persevere and keep improving

SHWEHDY Amged B, Libya, SRO-NA Congratulations on your publication and hope you get to publish many more. Interestingly, I came across a paper whose findings indicate that, when government become more digitized, it positively impacts the growth of the digital service trade. Personally, I have not had an experience publishing, I hope to do that in the future though. However, I have from a colleague who has published several papers that the process is tedious with the long peer review process and can be costly, especially if you want to publish in renown journal.
